Upon the convening of the new Congress, Senator Ted Cruz (R-TX) and House Representative Francis Rooney (R-FL) have proposed a constitutional amendment that would introduce term limits on members of both houses of Congress. The amendment would restrict members of the Senate to two six-year terms and members of the House to three two-year terms. While speaking on the amendment, Cruz said "For too long, members of Congress have abused their power and ignored the will of the American people. Term limits on members of Congress offer a solution to the brokenness we see in Washington, D.C. It is long past time for Congress to hold itself accountable. I urge my colleagues to submit this constitutional amendment to the states for speedy ratification." Senator Cruz proposed a similar amendment in January 2017. For an amendment to pass, it must either pass both houses of Congress with a 2/3 supermajority and then by ratified by ¾ of the states or a Constitutional Convention must be convened by the legislatures of 2/3 of the states, where any amendments can be proposed. The amendments must then be ratified by ¾ of the states.

On March 15, 2019, 49 people were killed and 48 injured, after mass shootings took place at two mosques in Christchurch, New Zealand. The mass shootings began around 01:40 p.m. local time (00:40 GMT) when armed gunmen attacked the Al Noor mosque and the Linwood mosque in Christchurch killing dozens of people. New Zealand police have taken four people into custody, they have arrested three men and one woman over the attacks. Bombs, which have since been disarmed by New Zealand's armed forces, were found attached to one of the attackers' cars. New Zealand Prime Minister Jacinda Ardern declared that “it is clear that this can only be described as a terrorist attack.” A social media account believed to belong to one of the suspects posted a link to an 87-page manifesto filled with anti-immigrant, anti-Muslim ideas and explanations before the attack. The shooting at one of the mosques was live-streamed for 17 minutes by one of the gunmen. Police Commissioner Mike Bush declared that he was aware that footage of the shooting was on social media and police were doing everything they could to get it removed. Australian Police have identified one of the attackers as Brenton Tarrant, a 28-year-old Australian-born man. Christchurch hospital is currently treating 48 patients with gunshot wounds.⁣

Google performed a comprehensive survey to determine whether it was underpaying women. However, to everyone's surprise, they discovered that they were underpaying men. This survey led to Google pledging an additional $9.7 million to 10,677 employees with more than $6.8 million of that will be directed to men. According to a Google blog post, the survey took into account multiple factors including location, job performance and tenure. The study comes after Google got sued by three former employees for allegedly paying women less than it pays men with the same qualifications. An analysis by the NYTimes in September 2017 showcased that these allegations were somewhat factual. Google proceeded to dispute the NYTimes claim through this survey. The findings of this survey could potentially threaten the status of the pre-mentioned lawsuit. At the same time, it also generated a buzz around the case of Former Google employee James Damore who got fired after citing anti-male bias within the tech-giant. ⁣

According to the World Health Organisation, vaccine hesitancy has joined the list of top health threats of 2019 that include HIV, Ebola virus, noncommunicable diseases like obesity and diabetes, antimicrobial resistancy and global influenza pandemic. The WHO said a reluctance or resistance to be vaccinated has induced the comeback of diseases not seen in many years, citing measles, mumps and whooping cough in particular. The WHO also said that choosing not to vaccinate “threatens to reverse the progress made in tackling vaccine preventable diseases”.
In some countries antivaxxers often recite philosophical or religious reasons to avoid shots, whereas some express an inaccurate concern that vaccines lead to autism or similar disorders. Some antivaxxers refuse to get shots as a protest against pharmaceutical companies, while some voice concern that vaccines are made from unsafe chemicals and that they would rather take their chances on getting a treatment if or when they get sick.

The 2008 Financial crisis was the worst crisis since the 1930s Great Depression, and was followed by a slowdown nicknamed the Great Recession. Within two years, the Dow Jones Industrial Average, an index many consider to be a barometer for the economy, reached historically highest and lowest points. Prior to the crisis, the economy saw record levels of the issuance of loans, doubling the amount of debt within 7 years. A majority of these loans were used for speculation and purchasing real estate, 51% going to properties and 32% going back to the financial sector. As a result, home prices started soaring. However, the majority of loans issued had high risks of default, which are called subprime mortgages. At one point, oversaturation in the market led to the decline of home prices, causing many of these subprime mortgages to default. As mortgages defaulted around the world, banks started going bankrupt. After the crisis, banks lost confidence and limited lending, slowing down the economy. The failures led to a $700 billion bailout package by the fed, and saw a 31.8% decline in home prices along with a 9% unemployment rate.⁣

The WHO Framework Convention on Tobacco Control (WHO FCTC) is the first global health treaty negotiated under the auspices of the World Health Organization (WHO). The FCTC is one of the most quickly ratified treaties in U.N. history and it aims to “protect present and future generations from the devastating health, social, environmental and economic consequences of tobacco consumption and exposure to tobacco smoke” by setting worldwide standards stating the dangers of tobacco and limiting its use. The WHO FCTC sets rules regarding the production, sale, distribution, advertisement, taxation and foreign investments of tobacco products. The treaty was adopted at the 56th World Health Assembly held in Geneva, Switzerland on May 21, 2003, and became effective on February 27, 2005. It has been signed by 168 countries and is legally binding in 181 ratifying countries. There are currently 15 U.N. states that are non-parties to the treaty including Argentina, Switzerland, the United States, Indonesia, Monaco and more.⁣

In 1975, following the Cambodian Civil War, the Khmer Rouge, or Red Cambodians, seized power of the country. The communist group had been built up in the Cambodian jungle during the later years of the Vietnam War. Their leader, Pol Pot, presided over a highly repressive and autocratic period. During his regime, the Khmer Rouge targeted any perceived opposition to the state, including professionals, intellectuals and ethnic minorities, as well as many other sectors of society. In just four years, Pol Pot’s regime killed between 1.5 and 3 million Cambodians, roughly a quarter of the entire population in 1975. This genocide was committed largely in what are called ‘killing fields’, where mass groups of people were sent to be killed and buried in mass graves. The Khmer Rouge were driven out of their power bases by invading Vietnamese forces in 1979. It was not until 1997 that Pol Pot was denounced by his former colleagues in a show trial which led to his house arrest. He died in 1998 before he could be tried for crimes against humanity. Pot’s official cause of death was heart failure, but the lack of an autopsy has raised suspicions that he committed suicide.⁣

NASA is once again preparing for human missions to the Moon. Growing scientific knowledge of The Solar System has led the agency to undertake the project of developing the most advanced spacecraft and rocket in the history of space travel in order to lead the next steps of human exploration deeper into space. NASA’s powerful new Space Launch will carry astronauts aboard the American-European interplanetary spacecraft Orion to the Moon from NASA Kennedy Space Center in Florida. There, astronauts will build and test the systems needed for challenging missions to other destinations deeper into space, including Mars. A crewless flight of the Orion capsule around the moon, known as Exploration Mission-1, is scheduled for June of 2020 in order to test its new deep space exploration system. During the second flight scheduled for June 2022 and with a crew of 4 astronauts, and the subsequent flights, NASA intends to invest in the development of new technologies and innovative approaches to solving problems in preparation for longer-duration missions farther from Earth. The agency’s goal is to broaden its deep space capabilities before ultimately sending humans to Mars.⁣

Growing scientific knowledge of The Solar System has led the agency to undertake the project of developing the most advanced spacecraft and rocket in the history of space travel in order to lead the next steps of human exploration deeper into space. NASA’s powerful new Space Launch will carry astronauts aboard the American-European interplanetary spacecraft Orion to the Moon from NASA Kennedy Space Center in Florida. There, astronauts will build and test the systems needed for challenging missions to other destinations deeper into space, including Mars. A crewless flight of the Orion capsule around the moon, known as Exploration Mission-1, is scheduled for June of 2020 in order to test its new deep space exploration system. During the second flight scheduled for June 2022 and with a crew of 4 astronauts, and the subsequent flights, NASA intends to invest in the development of new technologies and innovative approaches to solving problems in preparation for longer-duration missions farther from Earth. The agency’s goal is to broaden its deep space capabilities before ultimately sending humans to Mars.⁣

In July 2018, the European Union (EU) announced that it was creating a European Travel Information and Authorization System (ETIAS), that will require "pre-travel screening for security and migration risks of travellers benefiting from visa-free access to the Schengen area." Presently, U.S. citizens are able to travel to Europe for 90 days without any sort of travel authorization. According to a report by CNN, ETIAS will change that as U.S. citizens visiting parts of Europe will need authorization from the EU in 2021. The U.S. will not be the only country affected by the changes. From 2021 onwards, citizens and visa-free travellers from 60 countries will need to request ETIAS authorization before visiting the Schengen Area. They can complete an application and pay a service fee of 7 euros ($8) online for a travel authorization valid up to three years.⁣

Western Sahara is a disputed territory in the south of Morocco and west of Mauritania. The region was under Spanish control and was later controlled by Morocco and Mauritania after Spain relinquished control after a decolonization notice by the UN-SC. After a conflict between the two countries, a Sharawi nationalist movement, the Polisario Front, proclaimed the Sahrawi Arab Democratic Republic in Western Sahara. The United Nations considers the Polisario Front to be the legitimate representative of the Sahrawi people and maintains that the Sahrawis have a right to self-determination. Since a United Nations-sponsored ceasefire agreement in 1991, two-thirds of the territory has been administered by the Moroccan government, with tacit support from France and the United States, and the remainder by the SADR, backed by Algeria. As of 2017, no other member state of the United Nations has ever officially recognized Moroccan sovereignty over parts of Western Sahara. However, a number of countries have expressed their support for future recognition of the Moroccan annexation of the territory as an autonomous part of the Kingdom. ⁣

According to the United Nations, 2018 was recorded as the deadliest year for children casualties in the Syrian Civil War. The UN reported that of the deaths officials could verify, 1,106 children were killed. Within the nine ongoing years of the war, thousands of Syrians have been killed and misplaced. With over 2.6 million Syrian refugees across the world, many Syrians still remain in camps within the the country. Inside overcrowded camps, safety and access to safe water, food, shelter, education and healthcare still remain scarce. In the Al Hol camp, located in Northeastern Syria, reports of around 240 children arrived separated from their families. In addition unexploded ordnances, the remains of explosive weapons, have killed and injured 434 children in 2018 alone. Unexploded ordnances, common across the country, have resulted in thousands of civilian casualties, specifically Syrians in trek to camps for safety. In the midst of ongoing and intensifying fighting, UNICEF is urging all parties of the war to work towards fulfilling safety and vital needs of the children caught between the conflict.

The Senate voted 59-41 in favor of a resolution to overturn President Trump’s declaration of a national emergency at the US-Mexico border. The House has already passed the resolution making this the first time Congress has voted to override a declaration for a national emergency. Twelve Republicans joined Democrats in the vote, however, that will not be enough to override Trump’s promised veto. Trump sought to redirect $3.6 billion from military construction projects towards building a border wall and declared a national emergency to do so. Senate Republicans voting in favor of the resolution raised concerns over the constitutionality of the declaration and the precedent it would set. Mitt Romney (R-Utah) voting in favor of the resolution remarked, "This is a vote for the constitution and for the balance of powers that is at its core. For the executive branch to override a law passed by Congress would make it the ultimate power rather than a balancing power."⁣

On March 15, 2019, 49 people were killed and 48 injured, after mass shootings took place at two mosques in Christchurch, New Zealand. The mass shootings began around 01:40 p.m. local time (00:40 GMT) when armed gunmen attacked the Al Noor mosque and the Linwood mosque in Christchurch killing dozens of people. New Zealand police have taken four people into custody, they have arrested three men and one woman over the attacks. Bombs, which have since been disarmed by New Zealand's armed forces, were found attached to one of the attackers' cars. New Zealand Prime Minister Jacinda Ardern declared that “it is clear that this can only be described as a terrorist attack.” A social media account believed to belong to one of the suspects posted a link to an 87-page manifesto filled with anti-immigrant, anti-Muslim ideas and explanations before the attack. The shooting at one of the mosques was live-streamed for 17 minutes by one of the gunmen. Police Commissioner Mike Bush declared that he was aware that footage of the shooting was on social media and police were doing everything they could to get it removed. In the trip departing Niigata enroute to Sado Island, situated off of Japan’s northwest coast, a collision with an unknown creature left a 15 cm crack in the stern of the hydrofoil boat. Analysts suspect a collision with a whale due to the size of the crack and damaged reported on the wing on the ship. Of the 125 passengers aboard, including four crew members, 87 people were reported injured. The ship, although delayed an hour, was able to reach Sado Island without intervention. After reaching its destination, thirteen passengers were transported to the hospital under serious condition. On March 13, 2019, U.S. District Court Judge Amy Berman Jackson sentenced former Trump campaign chairman Paul Manafort to serve an additional 43 months on federal conspiracy charges issuing from the Russia investigation, bringing his total sentence to 7 years and a half for his two federal cases. The sentencing comes a week after the 69-year-old was given a 47-month prison sentence for bank and tax fraud in a separate case. Judge Amy Berman Jackson declared that “the defendant is not public enemy number one, but he is not a victim either." President Trump would be able to pardon Manafort for the federal crimes brought against him but not the state charges. Manafort’s attorney, Kevin Downing, declared that Jackson’s 43-month sentence was “callous, hostile and totally unnecessary.” In a separate development, Manafort was also charged by state prosecutors in New York with residential mortgage fraud, conspiracy, falsifiying business records and other crimes.⁣

Hollywood celebrity parents, athletic coaches and professionals from multiple universities are recently charged in a massive college entry bribery scheme by the federal prosecutors in the US. Named ‘Operation Varsity Blues’ it is declared as the largest admissions scheme in higher education that the US Department of Justice has ever prosecuted. At the front of the investigation is William Singer, owner of a college counselling and preparation program called The Key, who created the fake nonprofit charitable foundation to launder the hefty bribes the parents paid to get their kids into various elite colleges. The parents are alleged to have paid bribes as much as $25 million between 2011 and 2019, sending cash to SAT and ACT test organisers to help students cheat on entrance exams and paying coaches to designate applicants as successful athletic recruits. Late last month, the National Pharmaceutical Pricing Authority of India (NPPA) capped the trade margin of 42 non-scheduled cancer drugs which will result in a price reduction of up to 85%. These reductions would save consumers a total of at least $1 billion. This adds these drugs in the already 57 drugs long list of cancer-combating formulations under price control. The Indian government cited the almost double out-of-pocket expenditure for cancer treatment compared to normal hospitalization. Doctors praised the move as "a first major step by the government to bring in control over highly expensive cancer drugs in the country" according to a medical publication, The Pharma Letter. Luckily cancer is rather uncommon in India, which ranked 10th as the country with the least cancer cases per 100,000. Even so, these economic measures will ensure that those suffering from it will be able to afford, in many cases, life-saving medication. ⁣

On Saturday, March 1st a plane crash in Colombia killed fourteen people, everyone reported on board. The crash occurred in Central Colombia from a flight departing from San Jose del Guaviare en route to Villavicencio. An emergency distress call was sent from the plane at 10:40 a.m. and shortly after the wreckage was discovered in La Bendición, a city near Villavicencio. Officials at the scene reported the aircraft had caught fire after crashing. Victims include a mayor, Doris Villegas, serving the town of Taraira, along with her daughter and husband. The pilot, Jaime Carrillo, along with the copilot, Jaime Herrera, and an aviation technician, Alex Moreno were also killed in the crash. Starting in the new school year, schools across Ontario will ban the use of cellphones during instructional periods. Education Minister Lisa Thompson formally announced that: "Ontario's students need to be able to focus on their learning — not their cellphones. By banning cellphone use that distracts from learning, we are helping students to focus on acquiring the foundational skills they need, like reading, writing and math." Certain schools already have similar policies in place, but the province will issue a directive to all schools. How each school chooses to enforce the ban, will be left to them. Several school boards across Ontario have had similar policies but quickly reversed them, recognizing that a complete ban out is virtually impossible.⁣

Following the resignation of several high profile ministers and aides, Canadian Prime Minister Justin Trudeau has become further embroiled in a corruption scandal that the Associated Press speculates could topple him in October elections later this year. Former justice minister and attorney general Jody Wilson-Raybould previously testified that Trudeau’s administration pressured her to keep Montreal-based corporation SNC-Lavalin from being convicted of fraud and corruption charges related to allegations that the company paid about $35 million (CA$47 million) in bribes to Libyan public officials from 2001-2011. On Wednesday, March 6, Trudeau's former aid - who had resigned amid accusations that he had pressured Wilson-Raybould - also testified, and denied that any inappropriate pressure had been applied, stating that prosecuting SNC-Lavalin would have cost thousands of jobs in Canada and overseas.⁣

As Congo faces the second deadliest outbreak of Ebola, a healthcare center was attacked on Saturday March 9th, following its reopening after being attacked the previous month. One police officer was reported killed and numerous healthcare aids were injured as armed assailants attacked the center. Doctors WIthout Borders and other healthcare organizations have been forced to cease many operations in cities due to attacks. Conflicts between armed groups in Eastern Congo and healthcare workers have lead to complications in providing necessary care to stop the outbreak. Negotiations between healthcare providers and these groups have lead to more access to providing Ebola vaccines and monitoring of cases within the region. In addition, mistrust of healthcare officials by locals, caused by the attacks on treatment centers, reporting, and method of burial of Ebola victims, has stopped many people from reporting cases. Health officials, despite challenges to containing and stopping the outbreak, are focused on preventing the spread of Ebola to neighboring countries of Congo, including South Sudan, Uganda, and Rwanda. As of March, 854 cases of Ebola, resulting in 578 deaths, have been reported in Congo.⁣
